Help a poor new pepper parent


I have no clue what I’m doing, never gardened before in my life. We planted this guy (I know it is some kind of rainbow chili, don’t remember what kind specifically) from seed back in March. It exploded and was doing so well for months to the point where we actually repotted it for more space. Then we noticed some bugs, so I purchased a natural bug spray by recommendation from a local nursery, and started spraying it down once a week.
I also noticed little clumps of what look like cobweb-type things at the base of some of the stems.
It seemed so happy for months, so I kept it in the same spot the whole time. It’s hot (Miami) and gets a lot of direct sunlight, which I’ve also heard is good, now I’m not so sure. I water it a few times a week. Now this yellowing started a couple weeks ago. I fear it may be lost, and I’m so sad. Where did we go wrong? Probably in a lot of ways! 😭 Can it be resuscitated?
