Just spotted a couple of stalks like this on one of my chocolate scotch bonnet plants, they're also dropping a lot of flowers and the fruits are ripening pretty small, however the amount of sunlight they get is definitely not enough so maybe that's a factor. I'm in the UK so its not particularly hot or sunny and I don't have any heat lamps. I water every few days, or daily if it is super sunny, using tomato fertiliser once or twice a week.
I'm thinking maybe too much water considering it's not too hot and possibly soil holding too much moisture, or a fungal infection?
Ps. I've got 4 plants (2 in 1 pot) looking otherwise healthy and growing plenty of chillis despite flowers dropping. Only this plant has these spots, despite sharing a pot with another plant.
