This is a leaf from a 1-year-old cayenne plant. Temperatures outside have been getting too cold, so I move them inside under grow lights. As soon as I did that, the leaves on top started to curl, so I raised the lights up a little higher. That seemed to have fixed that issue. But I also noticed that several leaves have this sort of bumpy growth on them. It hasn't spread too much but there is something going on. I also noticed little white bugs or egg sacs on just a few of the leaves. I sprayed with neem oil and that seems to be containing it. Any idea what's causing the off-white brownish growth on top and bottom of my leaves?
