Help: First time growing from seed and in new country(Colombia)

Short term lurker and first time posting, so Hey! and thanks for any help or feedback in advance.

I have grown peppers in Virginia with a good south facing garden with already started plants but I have moved to Colombia(~78-90 F tropical rainforest).

I figured I'd try starting from seed(only real option) and just got some soil from a greenhouse. My first go round seemed to have good success germinating and then I moved them to where my balcony gets direct afternoon sun and they seemed to either burn or died of dehydration. I was just spraying them with a household(Windex) sized bottlto not over water but think I maybe gi

vng them enough.

    Sorry my keyboard got jacked up…

    The first photo shows where I have them now. They should stay above 70° and I sifted the soil as the second photos shows the earlier non sifted soil.

    Any suggestions on how many sprays to water these bad boys.

    The other photos show what the seeds look like and sprouted ones after they seemed to die. As they first sprouted they had first sets of leaves and looked green and healthy Ioved them to another side of balcony with more afternoon sun and they seemed to shrivel and die even with about 15 squirts from Windex sized bottle in the am. It can be intense sun and ~90. Too hot too soon? Not enough water? Okay to start inside and try to get more or less sun?

    Any and all help appreciated!
