Hello, this seedling germinated about a month ago. The first true leaves grew just in time and beatutfully but havent grown a inch since. Conditions are literally same i even put somewhere warmer just to boost growing still staying same as before. Cotyledons started yellowing i know its normal in this time period but 0 movement from new true leave formation. Any idea? I also water only when top layer dries out so i dont think its from ovrewatering

Too much water and roots suffocated? Do you have sealed bottom or do you have holes there. That tiny little plant doesnt need much water still. If surface is dry that does not mean that its full dry. Root level there is still plenty of moist.
I have done same mistake years ago.
