Pennsylvania zone 7a, mix of habaneros, scotch bonnets, and super hots. have been on a heating mat with a temp probe set to 82 and sprayed/misted daily.
The dome doesn't seem to be collecting a ton of water, could I be under watering or the soil draining too quickly? Seedling starter soil pack from Lowes

Those cells are looking quite dry. I see you mentioned you are spraying them to help with moisture, but it seems they are not retaining.
Did you water them before you put the dome on? Those pods are dry. Water them real good and then throw the dome back on. If you don’t have sprouts with in a week or so, they’re done.
Edit: also close those holes on top.
Edit edit: These Jiffy greenhouses are what I use and cannot speak highly enough of them. Simple and foolproof. I reuse them every year and just buy new pod packs.
It’s hard to tell but the soil looks very dry. Did you absolutely soak the soil once seedlings were planted? I’m 10 days in and my dome is always soaked. I’ve not needed to water at all.
That said the hotter the chilli the longer germination takes 10-21 days is not uncommon for superhots.. I would fill the underneath with water place the seedlings back in for 5-10 mins empty it out and let it drain. Give it another 5 or so days..
