Floating isn’t an issue, generally. Just a bit more air/shell. No significant difference in germination.

I’ll save you time – outside of some specific varieties that need an alkaline bath to soften the seed coats, you don’t need to pre-soak pepper seeds. They come ready to use out of the packet and can go straight into germination trays.
