Double plants in 7 gallon grow bags??

I started from seeds in mid January, on a budget as it is my second season. This season I bought grow lights using the same seeds as last year (habs, Thais, Korean chilis, sweet peppers and cherry toms) . I am in Baltimore, zone 7a, and habanero season is pretty short here and that is my pepper of choice. I love them orange or red and can’t get enough.

By accident I planted two seeds of Thai dragon chilis in the same cell and couldn’t get them separated when transplanting them. They were both leggy and while transplanting I bent one of the stems, but it has stayed strong despite. That gave me an idea going forward to save space. I live in downtown Baltimore with very limited space for peppers (away from squirrels, rats, and drunken weekenders). I plan to transplant these doubles into 7G grow bags: double habs and double Thais. I’m new enough to know what I don’t know. Are they going to be too close as they are currently as sprouts? Has anyone else doubled-up on their peppers in 7 gallon bags? It is still cold here (30 degrees yesterday, 80 degrees 3 days ago) and plan to keep them indoors for another 2-3 weeks and I have better grow lights coming tomorrow. I wasn’t expecting my seeds to make it this far as last year didn’t go well.

Also, being nightshades, can I double cherry tomatoes in the same size grow bag? Single tomatoes in 1 gallon upside down hangers, and 3 gallon pots didn’t produce much last year – same for my habs. Any knowledge is appreciated.
