Peat trays aren’t absorbing water


I followed ChilliChump's guide to seed starting and put a whole bunch of seeds in peat trays inside a propagator. I'm using seedling soil and scarified with hydrogen peroxide. He says to put in a liter for the size he has, and I scaled to fit my smaller dome. Now, he also says it should dry out over the next few days and I should keep watering, but it absolutely has not dried up. It's been almost a week and the trays are still standing in water about 2 cm up from the bottom. They're not visibly drawing up moisture, but the soil on top feels damp. Is this all right or will I kill the seeds?
