Street Food: Chili Cheese Ramen

Just for visuals I boiled the ramen noodles into the chili soup. I recommend you boil the ramen noodles in water separately, drain the water, and then put it into the chili soup. If you boil the ramen noodles into the chili soup, it will absorb a lot of the liquid!
Chili Soup:
Cooking oil
1/2lbs ground beef or pork seasoned with ramen season packet
1/4 chopped white onion
1/4 chopped green bell pepper
1 diced clove garlic
1/4 diced celery stick
1 tablespoon finely chopped fresh Italian parsley
1 finely chopped hot pepper
3/4 tablespoon chili powder
1/2 teaspoon cumin
1/4 teaspoon sugar
1/2 teaspoon oregano
Dash cayenne pepper
1 dried hot pepper (optional)
28oz can of whole tomatoes, crushed with hand
16-oz. 1/2 can kidney beans, drained
16-oz. 1/2 can pinto beans, drained
