Tortilla flour vs Tortilla flour mix?

For the last tear or so I’ve been making a pizza crust that has “tortilla flour” in the recipe. Now for the last year, I’ve been using Quaker https://www.quakeroats.com/products/tortilla-mix/harina-preparada . As I went to replace my bag, I discovered that this product is a mix. And now I can’t find
Anything other that tortilla flour mixes.

TL/DR is there such a thing as tortilla flour, or are they all mixes?

Plain wheat flour is what’s used in northern Mexico for tortillas. And shortening, like Crisco, or lard, and salt. That’s it.

Ready made mixes are mostly hit or miss. But some are good.
