Just got a 5-layer burrito and I get back home, take the first bite and got nothing but tortilla. I opened it up to see not only basically no meat at all, but also no beans AND they used an extra tortilla to try to make it seem bigger!!! Wtf Taco Bell?!?! Btw, I asked for the fries in there

A few things:
A 5 layer includes two tortillas, one small and one big.
It seems they used the Crunchwrap tortilla though which is much larger. L on their part.
Another is L on their part is that they forgot the beans.
Normally for a 5 layer, it’s the big tortilla, nacho cheese, the small tortilla, beans/beef/cheddar/sour cream. So don’t think you got scammed because there’s 2 tortillas when that’s literally how it’s built.
Looks like they fucked up and put the beef on the bottom instead. And as an employee, it happens. Sometimes ya just say “fuck it, as long as it’s in there.” And move on — and frankly it seems like they put more beef than usual. And on second inspection, you can clearly see the beans in the middle so I guess they put everything on the bottom tortilla instead. Sometimes with these custom orders you gotta get creative with how you build certain items. You added fries.
Example though, if someone orders no nacho cheese on a 5, it’s weird to me that I’m putting an extra tortilla in there and having it unsecured to the big tortilla, so what I’ll personally do is put the beans on the bottom so that there’s something holding both wraps in place, followed by the beef and cheese, etc. on the top layer.
Idk man it looks like everything is in there minus the sour cream, which I’m assuming you took off from your order 🤷🏽‍♂️
