What is causing this disparity?

Tl;dr: almost all my peppers have sprouted in 3 out of 4 starting trays, but one tray has none after 20 days.

I did not start them all at the same time but the tray with no activity was one of the first two I planted. That tray has several baccatum so I’m trying to be patient but there’s also a few annuum and earlier germinating varieties in there so I’m getting concerned. I just mixed one of those bricks of coco coir and perlite, so I don’t know if I have some contamination or could it be a pest issue?

I used the same water for all, they’re all on heat, and I cover them with humidity domes most of the day. They are in close proximity with some houseplants including some pothos, philodendron, a lemon tree, and a few others. I have been misting everything with neem oil maybe twice a week after I noticed what I thought might be spider mites on the lemon tree a month ago, but that cleared up almost immediately and have been continuing treatment as a precaution despite no sign of them since.

The only other issue I’ve had so far is damping off, and so far really only affected my yellow scotch bonnets (wiped them all out so must’ve let my seeds go bad or something?)

The seeds I planted include a some from this year, last year, and the year prior but no older. The older the seed, the more seeds I planted per well. The tray with no sprouts was planted with both some of my new seeds from this year as well as some older ones, just like the other 3 trays.
