The small one in the middle (sorry for the blurry photo) has a small black spot on its leaf tip. Is it an infection? There's also a plant who had its top part just fall off and another one that grew quite well yet has no leaves. Are they dead?

The spot is nothing to worry about. What you should worry about is having 15+ plants in a tiny pot. That pot isn’t really big enough for one chile plant, to say nothing of the number you have in there
I’m not sure gardening is for you if this tiny spot on a first leaf gets you this worried.
