If you are using store ground chili powder, you have already lost the chili wars. Base pepper grinding should be chilhuacle negra, chilhuacle amarillo, ….
I learned through my own cooking that toasting or cooking dry seasonings is crucial in getting out those flavors.

this is a fail to chili. if you want real flavor in that chili you fire roast your veg first not chop it in to a pan and fry it learn to cook better
