Please help/advice from experienced pepper growers

So I’m getting a bit worried that my peppers have a bacterial disease. Which in that case probably best to start over even though I’m pretty excited to have the head start I got on the season already but if this is BLS then I have no choice but to toss everything and sanitize. Please tell me this is just environmental stress like over watering, cool soil temps, or lack of airflow ect.. cause those can be fixed easily. I have copper fungicide if that could save them at this point. Really just don’t know what to do moving forward as I don’t have any other space to start a new batch this tent is the only optimal space I have to start seedlings.
