Pipian en polvo – what to do?

I picked up a package of spice in Mexico City called Pipian en Polvo. I believe it is just spices that are meant to go with an actual pipian sauce recipe – – In other words it is a chili powder without any ground pumpkin seeds or nuts. It's a red-ish powder, like a coarse chili powder. SO. I'm wondering if anyone can advise me, do I just follow a pipian recipe (roast and grind the pumpkin seeds etc, but just add the powder rather than roasting and grinding chilis myself? I can't find any recipes online that mention this store-bought powder with a pipian recipe. ANY SUGGESTIONS, Muchos Gracias!!

Pipián en polvo is usually dried pipián, pepitas included. Toast the powder in some fat to wake it up then add liquid.

Bloom it in oil or animal fat and add the rest of the ingredients that aren’t in the powder
