My super hot are on a heat Mat. Just as of these morning the barely starting to sprout out of the soil. The sprout looks like they are half in and half out of the soil. What is the next step? Anyone have any tips? Thank you!
Remove from heat mat, and let light and time do its thing. Bottom feed water when top 1 inch of soil is dry

this little loop is called the “hook”, they need a good source of light to direct them upwards.
is it more than one that you see or just this seedling? it’s probably safe to pull the heat mat once you see them all do this and your soil stays warm enough.

Plants being half in and half out of the soil is exactly how they operate.

Humidity dome helps at this stage to keep the seed helmets moist and pliable so the peppers can easily break free, otherwise just wait! They’ll be fully up in like 12-24 hours
