Why do the leaves look like this?


Got my pepper starts going pretty well for the most part, but ive noticed I occasionally get a seedling with messed up looking leaves like the one at the bottom right of the pic & curious as to what causes it. This is the only one ive got right now but ive seen it in my starts before and mostly they ended up pretty weak seedlings that dont survive. this one is doing relatively well all things considered, but im still curious as to why this happens. Its a scotch bonnet or a chinense variety.

This particular seedling was probably started 2 to a pot in the same pot it currently is in; I usually seperate rather than snip if I get two viable seedlings come up but think this individual was the either the weaker sibling, or the only to come up. I have others of it so I am not particularly attached to it, just curious as to the cause. Fungal maybe? Just a weak seed?

_General info:_ All starts are in pro-mix hp, topped with vermiculite for germination (but tends to get mixed in during potting up). Theyre in a small grow tent with a two level shelf, with grow lights providing a minimum of 200ppfd at canopy level on both levels (top level has a stronger & adjustable light so gets up to 400ppfd), and theres 3 fixed fans in there for airflow. Temp inside is around 28C, I dont have one of those in-line fans to move air in and out constantly, but the tent gets inadvertently vented at least once a day when I leave the door open to rearrange them/water them and get distracted by other things to do
