So I'm from North France and I planted the seeds around the 20th of April and they were coming out around the 1st Mai. Only indoor so far, I use this lamp https://chihiros.eu/chihiros-b-serie-30-cm-manual-dimmer size B30, I know that's not a gardening lamp but I heard it's ok. They got around 12 hours light per day at full lamp power + maybe 3h more sun light in the morning but I got very bad lighting in my apartment and it is about 20 °C in it. The soil I used Is coconut dust. So my questions are : Are my pepper growing good? I feel like they're healthy but growing very slowly? What am I supposed to do to improve that? And am I going to be ready to harvest this summer? They're going outside in pots as soon as possible!
Thank you very much and sorry for my bad English (Any thoughts about my English level are welcome too :))

They look good. They will grow faster and stronger outside when they get more sun. Since they are in coco, I would look into an organic liquid fertilizer for the plants diluted to 1/8 normal strength. Something mild like 3-1-2. They are done with the stored energy in the seed and now need nutrients and room to grow. Wait until they get a set of true leaves before you repot them. I find the biggest thing for good growth is steady heat. When the roots/soil gets cold, then everything slows down.
