    Are they curling up because of too much light maybe?

    If the leaves are light green and not growing much, the plant might need fertilizer. They will need more when in pots

    I have had that for overwintered peppers. I generally don’t cut them down when I move them inside for winter and let the peppers still on the plants ripen. They end up like that with stunted growth, drop their leaves and grow little ones. Last year I cut some of them down to the dirt basically, right when I put them back outside, the ones I cut down grew quickly and larger while the others stayed the same size.

    Have you re potted and fertilised? The soil is probably in need of rejuvenation after overwintering
