Are there special presses for this or would I just cut the shape out of a larger tortilla?

Those look like flour tortillas, they are flatten and rolled on a flat surface, which means you give it the shape you want.
You can also just roll regular round tortillas and achieve the same result in the picture, not sure why they have to be oval.
Tortillas are not “cut”, they are created that way, just like pizzas.
Roll it into a tube and throw in the press?
