First off, those prices aren’t set everywhere (also those are DoorDash prices, which are almost always upcharged and wonky) so like at my location, they’re not as bad of a disparity ($1.99 for the 2 pack, $6.99 for the 12 pack), though it’s still a better value to buy 12.
But… better value on bulk items generally doesn’t actually equate to saving money. It means spending more money (sometimes a lot more) to make the money more efficient, which isn’t the same thing as simply saving money.
A lot of people in this economy right now are a little cash strapped. The Cinnabon Delights aren’t a good value item to buy at all, but if you really like them and want a treat.. what’s better? Spending $2ish dollars for 2 of them and getting your fix.. or spending *four times* that to 12? If you’re hurting for cash, you might need that $6 way more than you want 10 more Cinnabon Delights. Especially because from my experience, they have diminishing returns on deliciousness. Pop one? Great. Two? Delicious. Maybe even three or four and they’re still good, but more than that and they start to be a little disgusting and way too rich.
Also, they don’t keep well. Even if you air fry them later, they just get hard and kind of bad. It’s not like having an extra Beefy 5-Layer that reheats well.
If you were going to buy 6-8 already, then by all means buy 12 if the price is basically the same or cheaper, but people buying the 2-pack is exactly the same kind of reason why many versions of literally all food items at the grocery exist. Not everyone wants to buy the $8 4-pound jar of peanut butter and wouldn’t eat it before it went bad, anyway.
Honestly, though, if you love Cinnabon Delights.. your best bet is going for breakfast and getting the $5 Breakfast Taco Combo where you can get two breakfast tacos, 0-4 Cinnabon Delights or 0-2 Hashbrowns and a drink. Or the similar $6 Bell Breakfast Box.

As a single guy, 12 is just WAY too many. Honestly I wouldn’t buy the 2 pack either, but I do get them with the breakfast meals because when I get the hash browns they are usually dry and stale.
