Grind the urad dal without water. and make sure to use only plastic cover, nothing else works as best as plastic cover I have used food grade zip lock cover.
Ingredients:
Urad dal – 1/2 cup
Urad dal (with skin) – 2 tbsp
peppercorns – 1 tsp
cumiin seeds – 1/2 tsp
asafoetida – pinch
salt – 1/2 tsp
rice flour – 1 tbsp
hot oil – 1 tbsp
oil for deep frying
