Are my 3-month-old peppers permanently stunted?

They were doing great until a month-long cold snap forced them indoors, had to keep them in less than optimal conditions (6–10°C at night, 4 hours of sun). They’ve been back outside for a full month now but haven't grown, and some tiny ones are already trying to flower. Even the bigger plant which was kept at warmth stopped growing after uppotting.

​Are they permanently stunted from the cold, or are they just focusing on root growth before a comeback? Thanks!

    Based on my limited experience, your plants look perfectly fine.

    The cold snap may have stunted them a bit, but nothing to worry about I’d say, just give them sun, water and some feed and they will do very well.
