It looks like chipotle with mayo. It is normally used in fish tacos. That said, this tacos look very off for some reason.

It’s a Taqueria Style Salsa. When you have roasted or toasted the ingredients you blend and create an emulsion with oil. Essentially a mayonnaise as people have described in earlier comments.

Probably some variation of chipotle and mayo and or cream.
It’s served in Mexico with seafood,pizza and sometimes french fries.
But use the lime mayo and add a bottled cream to thin it to the consistency you like.
We used plain yogurt sometimes for a healthier option.
