Soil not drying even in heat

Hello!

Still growing these indoors due to unstable weather. During the day it can get to 13°C with good sun and nightly down to 3°C. I repotted them last week into their final pot (9 litre) and the weather has been fairly good and behind the window, where they were placed before, it got hot and sunny. House temperature is around 22°C.

However the soil has not dried out since watering after repotting about a week ago… Because of the potsize I made sure to water around the rootball and not on it. I began to notice the leaves wilting during the day and therefore moved them to a window that now only gets afternoon sun. But shouldnt the soil dry in the heat/sun even if the reason for wilting is intense heat? Beside that they look pretty healthy to me but I might be wrong.

I also found small white spots on one of the leaves on of the plants. I just recently poked holes around the rootball to let in some air if that is advisable? Any help is much appreciated.
