I’m not sure about this particular variety but many people will tell you peppers are ready when they ripen and change color.
If you’re looking to try a green pepper, I’d recommend giving it a very light squish- if it’s firm, it’s ok to pick. I suppose you could eat peppers when they’re still squishy, but it won’t have it’s best flavor or texture. Seeds aren’t ready in a pepper until pod is ripe.
