First Time Pepper Grower: Should I Wait?

Zone 8B Vancouver BC

First time growing hot peppers. I have Jalapeno, Witch Stick, Arapaho. Then for my sweets is King of Bell Peppers and Trinidad Perfume Peppers.

I grew some Trinidad perfume peppers and King of Bell peppers in the jiffy peat pucks, heat mat and sprinkled the seed and it germinated. Then potted them into a different pot. They been doing well.

February 28th
With this current set. I tried to use a damp coffee filter and germinate the seed outside of soil and placed it in a ziplock and put it on the heat mat. Honestly i didn't do much research about that. Left it for a week, I thought I saw tap root but I guess I didn't until I researched more.

So. Now only 1 Trinidad perfume pepper has germinated and sprouted (not pictured). I checked on the other seeds and I don't really see any tap root. I do see the seed opening a little but most of them looks like the root has a long way to go. Some hasn't opened.

The humidity dome was on. Now I removed it and put plastic wrap because I had to work around the 1 pepper that sprouted and needed it under light. Heat mat and temperature is about 25-29 C (77-84 F). I'll probably move it to a different pot because I don't want it on the heat mat.

It's been almost 3 weeks and one kicked off. Should i just wait a little longer before I throw the towel and start again?

I know these guys are slow growing. I just didn't want to wait around if they won't make it.
