Overwintered this guy in basement. Stayed somewhat alive, about half of the stalks are have leaves. Ends of those stalks look dead. What now?

Anything I can do to promote more new growth? The stalks that have life seem dead at the ends where they were cut, should I cut back to where still looks alive? Should I cut down stalks that appear dead?
