I’ve thought my whole life that at Thai restaurants, the chili meter is just a spice meter using chilis as the icon, but is it actually literally telling you how many Thai chilis are in it??

Nah, it’s just to tell you relative spice level. I know that at least in most American Thai restaurants you will pretty much never get real Thai spicy unless you know them and they know you can handle it.
