2 whole snapper scaled and cleaned
1 Tbs minced garlic
1/2 Tbs minced ginger
2 red Thai chili peppers, minced
2 green onion stalks
Salt
1 small carrot shredded
Oil for deep frying
Sauce
1 Tbs oil
1 Tbs rice wine
4 Tbs soy sauce
1 Tbs fish sauce
3 Tbs sugar
3 Tbs rice vinegar
1/2 Tbs pepper
