Once they poke through the soil, take those domes off. You don’t want things to be so wet or you’ll risk them damping off. Also, the domes, esp with all that condensation, mess with the light. That might be why they’re leggy

Those lights aint usually da best. Made mine leggy too. I would get you some other kind of light that covers a wider area, get it pretty close if they still get leggy. You can always plant peppers slightly deeper to make up for the legginess. Any where are you put them in the soil they will grow roots.

Stretching and elongation means not enough light so it is trying to find it.

Yep always start plants closer to the light and gradually as they grow move it up

Are those lights set on a timer or something? You can compensate for slightly weaker lights by keeping them on for a longer length of time.
They don’t look extremely leggy, but you can strengthen them by turning on a fan. Also, try to rig up those lights separate from your domes, and rotate the trays daily. I’ve always seen it recommended to set the lights as low as you can, almost touching the seedlings. I do this as well.
Also, it would not hurt to spray them with a weak 3% hydrogen peroxide solution to help prevent damping off. 1/4 tablespoon 3% peroxide per cup of water. I always had trouble with damping off til I started doing this along with using a fan.
My setup, I bought a 4 tiered shelf 16″x40″. Each shelf section has a main grow light set on strings that I can adjust. I also bought a set of LED grow lights strings that I use to fill in, and a tri pod, as well. Lights are on a timer.
I usually grow in plastic cups and potting soil. I’ll stack them up, then take my drill and drill several drain holes.
To catch the water, I buy large foil pans, the kind you’ll see in the grocery stores during the holidays. Some come with plastic lids so you can get 2 trays.
I have a ton of those covered trays, like you’re using but unlit, & I use them mostly for herbs.
