It looks like there’s little flecks of red in there, meaning likely dried chili pepper, arbol is common for 🔥 and the taste could be described as smokey. But also either canned or dried chipotles could be used for smokey taste.

Could be peanut based. Guy in east la with a truck called “Tacos Cuernavaca” makes a peanut based salsa that looks a lot like that. It’s incredible stuff.

it’s an oil emulsion so likely a fried chile de arbol salsa.
try frying 12 chile de arbol, 1/4 white onion, 4 garlic cloves in about 1/4 cup of neutral oil.
add ingredients to a blender ( including oil) with a tsp or more of salt and a couple tablespoons of vinegar
