
So my Birds Eye chili plant is having some trouble with gnats and have let the soil dry out and put a diluted hydrogen peroxide solution to kill off their brood. To prevent future problems I put expanded shale into the soil to improve drainage as well as on top to act the way gravel would. Would this work? And is there anything I could do to improve it

Go buy some mosquito dunks, the bacterium kills gnat larva.
If you have some hydroponic nutrients you can even culture the bacteria by simply making a nutrient solution and adding a little crumbled up dunk. It only takes 1/4 tsp of mosquito dunk to make a culture.
I took a video showing the results of culturing. You can see huge clumps of cells in less than 36 hours.
