Was gifted this chili pepper plant, I think Birds Eye (love them) when it was about 1ft tall. Full sun balcony facing east, Northern California. Been getting some white flower buds but they seem a bit weak and shrivel up quickly.

Flower dropping can mean a few things. It could be too hot with direct sun or just the temperature. Sometimes lack of certain minerals like calcium or other micro nutrients. In consistent watering. Think dry then wet, then back to dry. It stresses the plants. Basically anything that could stress the plant can cause flower drop.
Looks like a healthy goat‘s weed pepper.
