New York retired 714 subway cars and dropped them 16 miles off the Delaware coast in 80 feet of water, and the state’s reef manager measured 400 times more food per square foot on the steel than on the sand around it, because bare seafloor gives a mussel nothing to hold

The last stop for a generation of New York City subway cars was a barge in the Atlantic, 16 miles off the Delaware coast. One by one, a crane shoved the stripped steel boxes over the side, and the cars that had spent forty years running the 7 train to Flushing tumbled 80 feet down and settled onto the sand in clusters, some upright, some nose-down, some stacked on each other like a derailment nobody would ever clear.

Divers call the site the underwater train wreck. Delaware calls it Redbird Reef, after the red-painted “Redbird” cars that built it, and it is one of the most successful artificial habitats on the American coast, for a reason that has less to do with fish than with what the mid-Atlantic seafloor fails to offer a mussel.

The short end of the habitat stick

The seabed off Delaware is, by the account of the man who spent his career managing it, close to a desert. Jeff Tinsman, longtime artificial reef program manager for Delaware’s Department of Natural Resources, put the state’s predicament plainly: the mid-Atlantic got the short end of the habitat stick. Roughly 95 percent of the seafloor along this coast is bare, featureless sand, scoured by currents, with almost no natural rock.

That matters because of how marine food chains are built. The base of a reef’s economy is sessile life, blue mussels, barnacles, sponges, hydroids, animals that feed by filtering the water but must first cement themselves to something hard. Sand defeats them before they start; a mussel larva that settles on a shifting grain has anchored itself to nothing. So the water column above the mid-Atlantic shelf is full of drifting mussel larvae with nowhere to land, and the sand below supports only a thin community of worms and burrowers. No attachment, no mussels; no mussels, no crabs and shrimp picking among them; no invertebrate crowd, no fish.

Which means the region’s problem was never a shortage of life. It was a shortage of surface.

A train is a surface

Starting in 2001, New York’s transit authority began offering states its retiring subway fleet, stripped of wheels, windows, doors, grease and anything else the ocean shouldn’t have, and Delaware took delivery by the bargeload. The state sank 714 of the carbon-steel Redbirds onto its reef site off the Indian River Inlet, alongside tugboats, barges, military vehicles and, eventually, later batches of cars that brought its statewide subway total past a thousand.

A subway car turns out to be nearly ideal reef stock. It is a big hollow box of thick steel, full of window and door openings that let fish flow through while keeping their predators out, and its walls, roof, floor and ceiling amount to thousands of square feet of exactly the commodity the mid-Atlantic lacks: hard, stable, permanent surface. The mussel larvae that had been drifting past for millennia finally had somewhere to land, and they landed in carpets, coating the cars inside and out, with sponges and barnacles between them and, as Tinsman catalogued, 30 or 40 other invertebrate species, the shrimp, crabs and worms that live in and on a mussel bed.

Then came the measurement that made the program famous. Comparing the encrusted steel to the natural bottom beside it, Delaware’s monitoring found the reef surfaces carrying about 400 times as much food for fish per square foot as the surrounding sand. Not 400 percent. Four hundred times, a desert converted to a banquet at the exact density a steel box provides footholds.

What moved in upstairs

The fish arrived on schedule, and they were the right fish. Black sea bass and tautog are the mid-Atlantic’s structure-lovers, slow swimmers that cannot outrun a predator in open water but can vanish into a doorway, and the subway cars offer them food and bolt-holes in the same package. The angling economy followed: by the reef program’s accounting, fishing trips to the site climbed from a few hundred a year before the reef to on the order of ten thousand after, and the sport-diving business found itself selling tours of a train wreck.

The honest footnotes belong in the record. The carbon-steel Redbirds have held up well under monitoring, still three-dimensional decades on, but a later batch of stainless-steel cars deployed by New Jersey deteriorated far faster than the 25-plus years engineers predicted, buckling within a couple of years, and that program was halted; a subway car is built for rush hour, not for storm surge. And ecologists are careful to note that an artificial reef concentrates and feeds fish; it is not a resurrected coral ecosystem, and its greatest measurable gift is the one in the number, the food on the surfaces.

But that number is the whole story in miniature. Nothing was fertilized, seeded or engineered down there. The larvae, the fish and the food chain were always present, circulating over the sand, waiting on the one missing ingredient. New York’s contribution was not life but geometry, a few hundred steel boxes’ worth of grip. Bare seafloor gives a mussel nothing to hold, and it turned out that the entire missing ecosystem of the mid-Atlantic shelf was hanging on that single fact, waiting for the A train.
