I’ve had this exact problem and fixed it by changing locations, redeeming the reward, and then switching locations back to where you wanna go. The reward will stay in your cart when you switch.
I’ve really disliked now if you have a free reward and you want to pay to substitute for steak the app says the coupon is not valid. I used to be able to swap out the meat for 60c but ever since then they removed the nacho bell grande from rewards they have also took aim at people who want to customize their EARNED AND PAID FOR reward. Anytime I try to swap meat on a reward the coupon is no longer valid or my free item is rung up to $3 depending on location even though its a “free reward”
