Need Help, What Is Wrong With My Outdoor Habanero & Jalapeno From Last Year

Hey guys. Looking for some advice and or ideas. These two plants survived over the winter from last year, but they seem to be growing a bit oddly. The leaves are very small and yellowish. I have tried giving them nitrogen and adding fresh soil with some guano mixed in, and worm castings around the base, but no luck.

The Larger Jalapeno does have a bunch of flowers now, but also a lot of small yellowish leaf growth on top. With a lot of thin green veins and yellow leaves in particular. The weather has been very weird here in central California lately, with cold nights and overcast. So maybe that isn't helping. Though my newer Chili De Arbol from this year are looking just fine. It seems my older plants are struggling to come back. Any advice or ideas?
