Well there isn’t enough information to be definitive here. But your plants are looking ok if a bit crowded. Light height will be a function of distance and intensity. I have my Vivosun lights on 60% at 24” above canopy and mine are doing fine and look similar to your picture.
To answer correctly we need to know lumens and actual distance height.
