For these types of biodegradable cells, I recommend first not using them, but if you do keep a close eye on moisture as they can quickly dry out. These need to grow a ways before doing much with them. I’m not sure your light is sufficient either and likely not close enough to the seedlings. I would think closely about some store bought backups if you really want peppers.
Respectfully these are late and the setup is much less than ideal.
