My peppers’ leaves (c.annuum) are curling with this white fine dusty texture on both leaf surfaces that doesn’t quite rub off. I don’t see any visible pests except for a couple of whiteflies on some days, and a single spider that spun a web on a leaf. Soil is well draining and it is supplemented by worm castings and osmocote.
I think it doesn’t look quite the same as plant edema so I’m not sure what’s causing this and how should I deal with it.

I’m gonna assume these are indoor with a constant fan on them.
They need less airflow.
If not then I recommend a watering and a move into shade.
