That is the carry over bag.. they are much thinner than the original boil bag from factory. At the end of night the leftover meats are tossed in these bags and placed in walk in cooler.
They are reheated in the same bag the next day, they are used first, then fresh is heated. I don’t order meats when they first open. As customers we honestly don’t know how long it sat around the night before.
Employee here: please call the store to let them know. That’s unacceptable and they need to be aware so it doesn’t repeat. (Please be very nice when you call just because it was most definitely a mistake)

I’ve had this EXACT same thing happen to me before.
Just the cooking bag. All meat (and I believe the beans) are heating in bags it’s delivered in, in a steamer or boiler (it’s been a long time since I worked at a Taco Bell). Gross, yes. But not a random piece of plastic from the floor. Probably ended up in the beans or beef or whatever when the bag got cut open and poured in the pan

This happens to me more frequently than I care to state. I like the staff at my local store so I haven’t said anything but I go less and less.
This has happened to me before. It put me off taco bell for quite a while.
