Frost is usually around mid-october.
Should I switch my ferts now, focus on fruiting or do the plants have enough time to grow out still and maybe hit 5'?

If you are growing chinenses I would switch to a more potassium heavy fertiliser now yes. You will want pod set soon to ensure you can harvest ripe fruit before the end of the season – they take a long time to ripen. If you are growing annums you can probably wait a little bit longer with a more nitrogen heavy fert? In all honesty it wouldn’t hurt to just let them fruit now. You will probably end up with better yield.

Yes, it takes 6-8 weeks to get them to ripe which is well into October.
You realistically should have started a weeks ago, they are plently big enough. lovely plants but yes fruiting time.
they will slow down growing including the fruit growth once temperatures drop below 10c/50f.
You might not have till mid october, consider how you could put a temporary polly tunnel, ie plastic sheeting over when it gets cool
